This person made a mistake which was 1) more likely due to the design of the vehicle (ride height) and 2) more deadly (nose shape). That's something better addressed through legislation (or other incentives) than individual responsibility.

I'm all in favor of better bike lanes, etc. as well, but the victim was in a pedestrian crossing.
