I wonder if that's why banks in Sweden enforce far better security[0] since Swedes in general seem to travel a lot more than north americans (gap years backpacking through asia, india etc) so that the solution of "just shut down any suspicious activity" would affect too many customers. I travel a lot (including to places like Cambodia, China, etc) and my banks have only triggered on fraud twice, and both times it seemed legit as it was in periods when I wasn't traveling (they simply proactively issued new debit cards).
