There is no indication of whether you need to be in the northern hemisphere to watch this, and in which countries.

At around the latitude of San Francisco (northern hemisphere), you should be able to find Sagitta/Delphinus almost directly overhead at around 10 PM. At around maybe 5 AM, both constellations will set due west.


It is visible worldwide except for the south polar regions (south of latitude 75 degrees south), so unless you are spending the winter in Antarctica, you should be able to see it.
