Has Ubuntu lost it?
Google Chrome on Vista doesn't have the app icon on the left hand side, but clicking in that area does drop down that menu.

Chrome is one of "those" apps that feels the need to override the host's interface language and draw its own window decorations.
It certainly wasn't the first, but I still blame WinAmp for starting this whole silliness.
