It can turn out the job wasn't needed after all. They may not have found any appropriate candidate. The job may have been filled in another way (ex: cooptation) but they forgot to remove the original posting.
And job postings that are never filled are not that bad by themselves. It starts becoming a problem when they lead to fake interviews, where significant effort is made for nothing.
