IIRC Uruguay adopted a principle that even if you miss your phone bill your home internet is now considered a requirement and I believe you get a bandwidth constrained service but you do get it. Given it's a channel for your kids to submit homework, and to deal with the state that seems to me only fair. I think other economies could reflect on this.
