not the author but any screen recorder (OBS) can record the video, and ffmpeg + imgmagick can make a video clip into an animated gif (that's how i would have done that specific conversion) but gifv exists so maybe ffmpeg or one of the others can output gif directly from video. there's also "services" online that will gif-ify a video.
