I've been thinking since "business" usually drives direction of engineering efforts, what metrics could be applied to those in such positions?
Are the quality of those decisions evaluated, as measured by their costs and outcomes?

I've been in orgs where it's up to engineering to measure that, and it's treated as a failure of engineering if they're not positive.
