If you need the state to use its authority and other tools at its disposal to accelerate the adoption of a technology, more often than not it means the technology is not good enough. On its own merits, it can't compete, so you need to help it by creating artificial incentives using taxpayer money. Very similar to public transport services or passenger rail. It probably just doesn't make sense.
