Yes it is. But the fragment support and focus on accessibility is something that was never cleanly solvable with these tools as far as I know.

When I was researching it, hotwire/turbo looked more like
in between
of page transition libraries and tools like htmx or Unpoly. There were some issues with the history IIRC, that‘s one reason I didn‘t start using it.
