You can't get more Maddow-watching, Mueller report thumping than me, and ive never heard of this Hamilton 68 thing. This seems like some right wing echo chamber stuff. For a documenting of what Russia actually did, refer to the Mueller report.
Dont you find it somewhat curious that you, in your echochamber of Maddow/Mueller, have not heard of this very real thing contrary to what you would like to believe is true?
And when confronted with information that taints your view, you advise the reports of the very people who would keep you from knowledge of that information.

I don't know what any of this is, but it looks similar to Soros' global democracy campaign, so your opinion of one will likely resemble the other.
