I seriously doubt this is accurate. In the US at least elections are now swung by thin margins. all it takes is telling a percent of the population just what they want to hear at just the right time to decide elections. This is either a cope or damage control.
In a world where almost all of the major news organizations lied about the Hunter Biden laptop story ("save 10% for the Big Guy"), calling it Russian disinformation leading up to the election when they knew it wasn't, I think we can safely say the effects of a few Facebook ads from Cambridge Analytics was negligible.
