I don't think it qualifies as "socialist" to require that products sold match the description.
Maybe, at an extreme Mr Fantastic-style stretch, it comes closer to what many people classify as "socialist" to also require clarity in the description, i.e. the description needs to be written in a way that everyone understands it, not just the very brightest[*] readers.
The same company selling such a product would not appreciate it I paid them "up to the requested amount", they want it all. Then they need to deliver what they said they were selling.
I won't even get into how not requiring that completely skews the idea of competition, which capitalism is supposed to thrive on ... Okay, maybe I just did, a little. :)
[*] Or "most fit", "best educated", or whatever. Talking about human intelligence is always hairy, hopefully I got the meaning across.
