In comparison, last big release Rockstar had was Red Dead Redemption 2, and I don't think anyone would call that game rushed in any way, it was very polished at launch.

Last release they did was re-releasing the GTA games which was not polished at all. And they were just re-releasing.

I wouldn't call that "a big release" and also, Rockstar was not the developer of that re-release AFAIK, merely the publisher.
