It's not a matter of software reliability. The rolling stops was an intensionally added feature to make the car behave more naturally/human-like at stop signs. Tesla knows how to make the car stop at stop signs, they simply chose not to under certain circumstances. You can certainly argue that it was a bad decision on Tesla's part, but using it as a signal for software quality is ridiculous.
Personally I think the removal of the rolling stop behavior is a minor tragedy.
If software engineers at Tesla chose to break the law on purpose, which is what seems to have happened, then I believe they should be criminally charged.
