I read some ISP will block port 25, while other mail providers block residential IPs. It seems there is no rule that always applies.



The rule is: no residential ip and no cloud provider.


What's left then? Anything easy to access would've been used for spam in the past. This only really leaves services with a high cost/barrier to entry such as leased lines?


Real servers, they don't even need to be expensive. But spammers would not create 12 month contracts. Bonus: as much traffic as you like and REAL hardware. Starts at 6$/month.
