Clickbait in all the different publications that run it. Is there any chance that glass skyscrapers will be painted over? Can it reduce a 90 degree F and 75% humid day to easy-to-do-office-work in?

I could use a primer on the science for the effects it does have. I was under the impression that black bodies radiated most efficiently, not white. Is the premise “reflects all the sunlight, plus allows radiation of heat from the surface being painted”? Suppose the air temp is 90 degrees and the surface temp of the painted material is 85 degrees, how does the radiation work?
