Under EU Directive 2009/136/EC a user's permission is required before Arc can store any data in their browser.
Is Arc obtaining that permission, or just looking for forgiveness by allowing users to Opt-Out?
a.k.a. The EU Cookie Law (doesn't just apply to Cookies)
End users must be asked to Opt-In, if they reject then it's ok to deny them access to the page, just like if they reject Ads.
