And who would be voting on those?

The state national convention route is the most likely route to work if you really want to reign in Congress.


Participants in a constitutional convention?


How about initiative and referendum in the 26 states that have such processes and agitating for such processes in the states that don't.


That's a very blunt instrument and difficult to get the wording correct.
