The same people who foot the bill for road maintenance now?

Obviously it's not the same in every city in the world, but roads are pretty decently maintained where I live. And it's not like we're talking about high tech stuff, like other people said, it's just painting distinctive patterns on things to give sensors more information than they otherwise would have. We already paint distinctive markings for humans, it's not much of a big step further. Probably just some QR-code-looking stuff sprinkled on signs, lane markings and the front/back of other cars etc.

Honestly to me the hard bit seems to be getting everyone together and deciding on the standards, especially with how technophobic some cities/countries governments are. Painting a few markings once every few years to keep them fresh is a piece of cake.
