I'm not so sure either, but the Atlantic article referred to in the post is much better in my opinion, while covering the same topic. It includes more surveyed statistics about how public sentiment and wellbeing have changed over the decades.

Remember how china dealt with their opioid crisis in the 19th century? They sought to stop it and just couldn't because europeans + usa was like "no it makes us tons of money!"
Now the only difference between the US and the Qing is the US allowed its own citizens to engage in it's distribution and it didn't extrajudicially execute addicts.
