I recently listened to a podcast from Sean Carroll where they talked about consciousness being like a jury. There are competing systems that speak as one. So an async process might be a good way of thinking about it.
Experiments where they detect the decision being made a second or two before the person becomes aware of it may be picking up on this. Perhaps if they measured different parts of the brain they might seen alternate decisions being made.
