Past presidents were smart enough to realise this and therefore appointed professionals (whom they listened to!) to help them craft their messaging to be as precise as possible. Trump, for some reason, has failed to learn this lesson in his first three years on the job. It is because he continues to use inprecise language that his messaging gets corrupted like this.
