It probably depends on how experienced they are. I received daily extortion emails in my spam folder for many months, all related to the same breach (I think it was Yahoo).

The wording kept changing all the time, going through lots of different sentiments and styles. So to me it looked like someone was trying to maximise returns in this particular case.
