You can buy a development iPhone by DM'ing the right guy on Twitter and paying him a couple grand. I don't think the Chinese government needs any additional access to factories to be able to exploit them.
They may not need the access, but they have the access, so perhaps they used it. Definitely safer for them to just go into a factory and get a test phone than "DMing a guy on Twitter".
