well, we were on welfare and could not afford to pay. in fact, my Catholic high school is still owed money for my education. must clear that up

other people don't owe me anything and never have. but I have the right to ask for help and receive it on their terms.

Coerced charity is neither moral nor practical. And our public schools are ample proof.
