I'm not as well versed as many here (I'm an advanced amateur) but have some understanding of networks and crypto and am trying to wrap my head around this.
Can Wireguard be described as an encrypted, stateless, roaming, keypair based UDP tunnel?

It's a routed tunnel, which is what distinguishes VPNs from encrypted tunnels.
