I guess the "disturbing content that exploits children" is those "5 supermans racing bikes" type videos. But how is "disturbing" a problem? That means the adults watching are confused or afraid of some unknown. But does it do any harm to children? It sounds way too similar to the old fights against violence in videogames and swear words in music, or even color TV. I think when people become parents they go hunting for things they worry might disturb their child and want to censor the whole world just in case.
