I'm not saying it's a good responsible thing to do, I'm just saying it's possible and a new type of vandalism that hasn't existed before. Your solution doesn't sound like it will scale well. If the police need to get involved for this every time, they're going to be very busy.

Well, they'll need something to do when speed traps become useless and there are far fewer motor vehicle accidents.
