That makes it a better analogy. Hearing aid users get to choose how loud sounds are based on what they want to hear; people who make noise don't make that decision for them. A hearing aid user who tunes their device to make adverts quieter is the equivalent of a web user who installs an ad blocker. That's exactly how the web should be - users should choose what's a priority to them, not the suppliers of the service. Just as advertisers should never be allowed to make their adverts sound louder to hearing aid users.
